Texas Governor Greg Abbott has ordered state agencies to stop issuing permits for new data centers, a move that puts him at odds with the Trump administration and signals a sharp shift in how the state treats one of its fastest growing industries.
The directive arrives as Texas cements its place as the country's leading market for data center construction, outpacing Virginia by a wide margin. The state has drawn billions in investment tied to cloud computing and artificial intelligence, but the rapid buildout has stirred anger among residents who say the facilities strain power grids, consume enormous volumes of water, and drive up utility bills without delivering clear local benefits.
Abbott said he would also push to end incentives that have helped lure data center operators to Texas. That marks a reversal for a state that has spent years courting the industry with tax breaks and friendly regulation.
The decision places Abbott in direct conflict with federal efforts to speed up infrastructure development for AI. It also reflects growing political pressure as voters in both parties question the costs of hosting massive server farms.
Industry groups warn the pause could chill investment and send projects to other states. Supporters of the move argue that Texas needs to study the long term impact on energy and water resources before approving more facilities.
